A New Paradigm

The Middle East construction industry has traditionally relied on adversarial contracting models. However, the scale and complexity of Vision 2030 projects in Saudi Arabia are driving a fundamental shift toward collaborative contracting routes.

The ECI Model

Early Contractor Involvement (ECI) and Management Contracting routes are gaining traction as developers seek to de-risk mega-projects through greater contractor engagement during the design phase. The Ta'awon model pioneered by Saudi Binladin Group on Program 3 represents the first application of this approach in the Kingdom.

Benefits and Challenges

Collaborative contracting offers significant benefits including reduced adversarial claims, better buildability, and more realistic cost planning. However, it requires a fundamental shift in mindset from all parties — from the employer through to the supply chain.

Lessons from Program 3

Our experience on the SAR 5.9B SEVEN Entertainment Development Program 3 has demonstrated that collaborative contracting can deliver significant value when properly structured and supported by robust procurement governance.
